The LDSIP is aimed at providing 'support to communities and especially disadvantaged communities, which make a collective effort to plan and promote the development of their areas.' The objectives of the Programme include:

To enhance the capacity of local communities to initiate and sustain local development', and 'to support the main forces of local development by contributing to capacity building of local organisations with a view to enabling them to participate as primary movers in local development programmes'.
